• performs the functions of an organizer of procurement at the expense of own accountsfor the benefit of the unitary enterprises, government organizations and other legal entities whose property is located in the municipal property of the city of Minsk;
• acts as an organizer in centralizing public procurement for the Minsk City Executive Committee and customers that are subordinate to the Minsk City Executive Committee or shares (stakes in authorized funds) of which are owned by the city of Minsk and transferred to the management of the Minsk City Executive Committee;
• organizes and carries out procedures of procurement of goods (works, services) at an estimated cost of procurement of more than 1,000 base units.

ORDER OF APPEAL
SETTLEMENT OF DISPUTES CONNECTED WITH THE ORGANIZER’S PROCUREMENT PROCEDURES
The procedure for appealing against the actions (inactions) and (or) the decisions taken by the organizer or the committee and (or) its members in public procurement is defined by Article 8 of the Law of the Republic of Belarus of 13.07.2012 number 419-З "On public procurement of goods (works, services)".
The procedure for appealing against decisions and (or) actions (inactions) of the organizer or the committee or its members on purchases for its own account is defined by Article 5 of Regulations on the procedure for procurement of goods (works, services) at the expense of own funds, approved by the decision of the Minsk City Council of Deputies of 29.06.2016 number 213.
Settlement of disputes in the organization and conduct of contract bidding (tendering, negotiation) is defined by Chapter 13 of the Regulations on the procedure for the organization and conduct of procurement of goods (works, services) for the construction of facilities approved by the Council of Ministers of the Republic of Belarus of 31.01.2014 number 88.
Please note that at the Department for Combating Economic Crimes of the criminal police of the Main Department of Internal Affairs of the Minsk City Executive Committee there was created a special section the main task of which is to identify the corruption schemes, as well as to prevent and suppress the conclusion of obviously disadvantageous transactions in the sphere of public procurement and procurement for its own account by organizations having a share of state property in the authorized capital.
